At the invitation of Dr. Qi Guang, the organizer of the conference, Dr. Zhang Li attended the International Academic Conference on "The changes of political developments of the Qing Dynasty ", held in Fudan University from June 17 to 18, 2017. Ten Japanese scholars including Oka Hiroki, two American scholars including James A. Millward, four Mongolian scholars including Tserendorji and 23 Chinese scholars were invited to publish their research reports. At this international conference, the historical documents were used in these reports involve Manchu, Mongolian, Tibetan, Chagatai, Russian, Chinese and other languages. The structure of the upper class politics in the Qing Dynasty, the management and social life of local people, and the changes of cross-border ethnic groups were concerned by scholars. All of the topics reflect the diversity and uniqueness of the Qing Empire. At the meeting, Dr. Zhang Li published her new research entitled "the principle of belonging to people: the management system of local people in Turpan during the Qianlong and Jiaqing periods". From the perspective of local people's management, Dr. Zhang Li carefully discussed the management system of Turpan, which integrated various ecological, historical and ethnic elements. This report had attracted the attention of scholars and put forward many constructive suggestions.
